Mystery of Vor Shelath
Vor Shelath, the City of Waves, is one of the oldest cities in the world, having been continuously inhabited since the days of the Turathi Empire. Although its size has varied greatly throughout that time, reflecting the ebb and tide of the light of civilization, it has persevered during even the most trying of times.
The city is divided into five wards: The Champion’s Ward encompasses the docks and warehouses of the city; The Dragon’s Ward is the center of commerce; The seat of the city’s government is found in the High Ward; The Stone Ward is an area of extreme poverty and largely ignored by the rest of the city; Finally, there’s that ward I don’t have a name for.
Traditionally, an oligarchy composed of several noble houses called the Council rules over the city. The Council’s hold on power in the city is exceptionally strong. Even when the city has been thoroughly conquered, as in the case of Iere’s reign, the Council has existed, though its membership often undergoes dramatic changes.
